Removed the old rrdtool binary first by executing following command :
rm -f /usr/local/cpanel/3rdparty/bin/rrdtool
And then run the rrdtool script
/scripts/rrdtoolinstall
If this is not help then reinstall the perl on the server and then run /scripts/rrdtoolinstall
